You WILL find the 3 CAB files you require On That Site

File Usage
Just Extract the CAB files so you get the MSP files your after, Then double click them OR just use the likes of this in a script

msiexec /p C:\Temp\ieawsdc-x-none.msp /qn

msiexec /p C:\Temp\mscomctlocx-x-none.msp /qn

msiexec /p C:\Temp\msptls-x-none.msp /qn

Also Remember
The way office 2007 works, the MSP  and  XML files can be placed into the Updates Folder on the CD and they would then be installed During the Office 2007 Initial Instillation.

With something like this...

C:\Downloads\office2007sp3-kb2526086-fullfile-en-us.exe /extract:C:\TEMP\OFFICE2007\Updates

Note that relies on the Update EXE being in  C:\Downloads
Note that relies on the Office CD being located at C:\TEMP\OFFICE2007
